Of Ontario's population, 22% are currently uninsured and 16% do not have a regular medical home. Access to health care for these individuals has been primarily through the 911 system and emergency departments.

- Develop and implement a comprehensive process/plan for identifying health access needs and resources within Ontario and neighboring communities
- Ensure appropriate demand for services on high-cost systems, and appropriately channel resources to increase access to preventive and primary care
